What happens in practice is straightforward. The area is assessed before the session, and where needed a small test patch is treated to observe how the skin responds. If the tone has not settled, the session is postponed and a new appointment is made.

Self tanners and sunbeds

So telling someone with darker skin that laser is not for them is inaccurate. The accurate sentence is that device and parameter selection is made for that skin type, and that selection follows medical assessment.
Why the face is assessed separately
The face is the most delicate area in any discussion of skin tone, for three reasons that together change the plan.
The first is exposure. The face is the one area left uncovered year round, with daily contact with light even in winter. Judging that someone is "not tanned" therefore takes more care here, and regular sun protection becomes part of the plan.
The second is hair structure. Coarse hairs and fine vellus hairs sit side by side on the face. Fine hairs carry too little pigment to be affected and can remain at the end of a course.
The third is a rare but recognised side effect: paradoxical hypertrichosis, an increase in hair growth around the treated area, reported particularly in fine haired zones of the face. It is uncommon, but it belongs in the conversation when a facial plan is made.

A question that comes up during the wait is what to do in the meantime. The answer is simple: protect the area from the sun, keep moisturising, and remove hair by shaving only. Waxing, tweezing and epilators stay out of use, because the follicle the laser needs to target has to be there when you return.
